Kennedy will be joined by Multnomah County Chairman Jeff Cogan, and a number of other activists including Hao Xin, a river advocate from Zhejang Province, China.
Oregon Gov. John Kitzhaber asked the federal government to perform a thorough review of export proposals, expressing concern over the plan to use local ports to move the coal into the Pacific.
