Legislators resolve impasse over Oregon's Health Exchange and Early Learning Council bills.
An apparent agreement was reached late Wednesday on two of Gov. John Kitzhaber's priorities to overhaul education and health care.
Both bills were set to move through the Legislature's joint budget committee today.
