Portland parking manager Ellis McCoy is suspected of taking bribes from Cale parking meter company President George Levey in return for Portland city business.

In the seven years since Cale offered its “pilot program” at a bargain rate of $11,340, various contracts between the company and the city of Portland have jumped above $20 million. It appears that Cale had to compete for the business just once, according to public records, although city procurement officials did not respond to requests for clarification. 

When a contract grows so substantially, City Auditor LaVonne Griffin-Valade said it raises questions. 

“On the face of it, it seems fairly excessive,” she said Thursday. “But, again, having not audited it, maybe the contract was perfectly managed. The reason why it raises those questions is because that’s a fairly fast trajectory to $20 million.”
