Gov. John Kitzhaber signed two bills to give Oregon children year-round access to health insurance and require health insurers to use easy standardized forms.

Senate Bill 514, which goes into effect immediately, enables Oregonians who do not get insurance through an employer to buy insurance for their children at any time.

Senate Bill 94 requires health insurance companies to use common standardized forms for much of their paperwork, including claims. Doctors and hospitals now face as many different forms as there are insurers.
