PERS liability could double. The PERS Board will soon vote to potentially downgrade its investment return assumptions. Doing so could increase the unfunded pension liability from $22 billion to $50 billion. The board has said it intends to lower the assumption, but the new rate hasn't been disclosed. The Register Guard has more.

Intel losing claim as largest chipmaker. Two semiconductor companies will surpass Intel as world's largest chipmaker. Taiwan Semiconductor Manufacturing is now larger by market capitalization and Samsung has the largest revenue. As the Oregonian reports, the loss isn't a sign that Intel is failing. It's a sign that Intel is failing to adjust to the changing industry.

Healthcare measure rejected. After a tied vote Tuesday, (broken by Vice President Mike Pence) the Senate opened discussions on the secretive ACA repeal measure. By Wednesday afternoon, the Senate voted on the repeal-only bill. GOP infighting is alive and well it seems as yet another attempt to repeal the ACA fails. The New York Times has more.
