I just caught up with your Research Oregon 2006 edition and noted mention of Oregon State University’s wave energy project in the report from the Oregon Innovation Council. The project is interesting at best, but not the “nation’s first commercial wave energy park” as stated [by the council] and probably will not be.

The OSU technology is flawed and efficiency/capacity are limited compared to other developing wave technologies. Check out INRI (Independent Natural Resources Inc.), based in Minnesota. Their technology has been proven and is in the final stages of  deployment off the California Humboldt coast in 2007.
