While the much-discussed 400-job-cut rumor at Hewlett-Packard’s campus in Corvallis never materialized this spring, the company made another, if just as revealing, cut: It withdrew from the Corvallis-Benton Chamber Coalition.

But even if the state and the project’s contractors can agree on changes for the contentious project, the coastal region’s narrow June-to-August construction window would limit the work that could be done this year.
