Seattle firm considers 280-unit development in Portland

Seattle-based Harbor Urban LLC is considering building a 280-unit building with retail storefronts in Portland's South Waterfront.

It would be the company's first development in Portland. But Managing Director Jim Atkins spent about 6 years as a senior development manager for Portland-based Williams & Dame Development, where he worked on the master plans for both the Pearl District and the South Waterfront.

Development in the South Waterfront stalled in the recession, but it but has seen a flurry of activity and attention in recent months.

By now, anyone who knows about it has a position on President Obama’s executive order on immigration.
