Bill would allow Oregon to bargain for better health insurance rates

House Bill 2118 would let Oregon negotiate with health insurance plans before letting them sell insurance on a state website.

Oregon's health insurance exchange is being set up in response to federal health reforms. Called Cover Oregon, it will allow consumers and small businesses to shop between plans and qualify for tax credits. Currently, to sell on the exchange, insurers must submit plans to the Oregon Insurance Division to be reviewed for compliance with state and federal law.

As introduced, the bill would grant the state broader powers to review insurers’ offerings, including the quality of plans and their cost. The committee will also consider an amended version of the bill allowing Cover Oregon to negotiate for better rates and terms.
