Oregon lawmakers considered special legislation to lure "Azalea," the mysterious computer chip factory.

The legislation appears to be going nowhere, but lawmakers' interest shows the intensity of Oregon's desire to lure the mammoth project -- and potential obstacles that might drive the facility elsewhere.

Azalea is the project's code name. Within the chip industry, insiders are convinced Taiwan Semiconductor Manufacturing Co. is behind the project.
