Planned coal export terminal would exceed pollution standards

Ambre Energy's proposed coal export terminal at Port of Morrow in Boardman would violate federal air quality standards, a Sierra Club-commissioned study says.

"Oregon rules don't allow DEQ to issue permits for facilities that exceed air quality standards," says Aubrey Baldwin, a Portland attorney for the environmental groups.

But DEQ officials say state law doesn't authorize them to consider emissions from "mobile sources" -- including trains, tugs and barges -- in their review.
