A developer with local support hopes to create an equestrian center and more on 325 acres of land near Sheridan but his dreams are threatened by a federal easement.

Aspiring developer J.W. Millegan sees a sprawling equestrian center bringing in millions of dollars with a gallop track, polo fields and steeplechase facilities – along with a five-star luxury resort, an RV park, a distillery, a brewpub and quaint cobblestone plazas. He also sees 187 acres of protected wetlands controlled by the Natural Resources Conservation Service. Unless federal officials let him use that land, he said, all of his other visions will vanish.
