Since government has a long-term budget cycle, public employees feel effects of the recession later than other sectors.

Compared to four years ago, the Salem area has about 1,400 fewer jobs for public employees, according to employment department data. Government employment usually provides stability to Salem, but that doesn’t hold true during a recession followed by a sluggish recovery.

The largest job cuts in government employment in Salem, and across the state were at the city and county level. Local government employment in the Salem area has dropped by 8 percent compared to 2008. K-12 school district employees suffered the brunt of the cutbacks.
