The City Council is expected to adopt the 25-year strategic Portland Plan.

The plan is a top priority of Mayor Sam Adams. It is intended to be a strategic plan for developing the city during the next 25 years in the tradition of the 1972 Downtown Plan that led to the creation of Tom McCall Waterfront and Pioneer Square.
The plan was drafted by the Bureau of Planning and Sustainability at a cost of more than $2.5 million. It built upon the Visioning Project initiated by former Mayor Tom Potter and involved dozens of public forums and hundreds of outreach opportunities to help determine what Portlanders want for their city.
