Carbon emissions are down 26% per person in Portland compared to 1990.

A report from the city’s Bureau of Planning and Sustainability and Multnomah County Office of Sustainability noted that national carbon emissions have risen by almost 12 percent over the same period.
The city and county hope to reduce carbon emissions overall by 40 percent by 2030.

    It would be really fascinating to compare the list of cites/regions with the greatest carbon emission reductions with the list of cities/regions with the best job creation. My hunch is that there would be an inverse correlation, and that loss of manufacturing activity and lack of new investment would be a significant part of the explanation.
