Housing counselors swamped as Oregon foreclosure program takes effect

The 31 housing counselors in Oregon are already maxed out, and a new Oregon law could further exacerbate their workload.

Already, says Sabrina Harris, a housing counselor for Hacienda Community Development Corp. in Portland, "if I'm not here though the weekend and I come in on Monday, I could have at least 20 messages from people looking for counseling." Harris, like most housing counselors, has more than 100 families on her caseload -- each case can take months to resolve -- and new clients come in daily. 
A bill approved by the Legislature this month would require banks to go through nonbinding mediation with borrowers facing foreclosure, if the borrowers request it. But only if the borrower first meets with a federally certified housing counselor.
