Oregon's hiring freeze will have exceptions

State managers are creating an exception committee to hear appeals from Oregon agencies that need to hire despite the hiring freeze.

The committee is in its infancy but already has received 10 appeals from agencies, said Donna Bennett, chief HR officer for the Human Resource Services Division of the Oregon Department of Administrative Services. Bennett has been given the task of setting up the appeal process.
All appeals will be judged based on criteria that revolve around two general considerations, Bennett said:
-Whether the job is essential, either because it is mandated by law or is vital to public health and safety.
-Whether leaving the job open truly would save money.

The state of Oregon, if not being done already, should also include in its criteria, the following: That those agencies (such as tax collection, tax revenue generating, etc) who are revenue positive, and who actually create profit, be preserved. The State of California prioritized agencies, such as the Board of Equalization, because this agency primarily generates income for the entire state, as a result of enforcing over 26 different tax programs (including sales and/both excise taxes) at the state level (re: state.ca.boe.go v) Thanks, and good luck with these difficult decisions.
