The Environmental Protection Agency's new regulation could prompt Portland General Electric to close its coal-fired Boardman plant earlier than 2020.
The EPA's new rule aims at curtailing emissions of mercury and other pollutants from the nation's 1,100 coal-fired plants by 2016 at the latest. Boardman is already set to meet emissions standards for mercury, a neurotoxin, under Oregon law. But it could have trouble meeting standards for other pollutants, including metals such as chromium and cadmium, even with the new controls it's already scheduled to install.
