Harsch Investment Properties and the Portland Development Commission hope to reach an agreement over Harsch's acquisition and development of the property.
But broadly, Jordan Schnitzer said the project will include much of what the PDC wanted for the site: 75,000 square feet of office and work space, housing, retail and a restaurant.
It also includes room to extend the waterfront greenway trail and a 5,000- to 10,000-square-foot covered outdoor performance space. The project would also include boat slips and other ways for people to get to the Willamette River.
