The project will cost the Eugene Water & Electric Board $2.86 million.

EWEB officials say a consulting firm hired by the utility underestimated the cost, largely because of the dam’s unusual and now obsolete design that was common in the late 1920s and early 1930s. There’s no other dam like it in Oregon — and few in the nation — so it was difficult to know what exactly the project would entail, said Mark Zinniker, generation engineering supervisor.
