Oregon broke labor laws

Oregon broke labor laws with its largest union two years ago when it forbid employees from using work email to talk about union matters, the state's Employment Relations Board decided.

In 2011, the Department of Administrative Services decided not to extend the contract with Service Employees International Union Local 503 past its June 30 expiration date.

As part of that decision, it sent out a memo explaining what the rules would be during the time between the end of the old contract and the start of the not-yet-negotiated new one. That memo included a list of changes to “permissive” policies, including one that ended the long-standing policy of allowing workers to use the state email system to discuss union business.
