Oregon Secretary of State Kate Brown's record $65,000 fine against the sponsor of a pro-marijuana petition was upheld by an administrative law judge.

Alison Greene Webster, a senior administrative law judge, said that testimony and statements from petitioners who gathered signatures for Robert Wolfe's proposed ballot measure to legalize marijuana persuaded her that canvassers were paid by the signature instead of by the hour last year. Brown's fine, which she issued in April of 2012, is the largest ever issued for violating the state's voter-approved prohibition against paying by the signature.
