Park rangers want to revise dog leash loophole

The Oregon Parks and Recreation Department is considering changing rules about dogs and leashes.

Dog owners are required to keep their animal on a leash at Oregon’s state parks because of a rule that says handlers “shall either confine their domestic animal or keep it on a leash not more than six feet long.”

Yet within that seemingly straightforward sentence is a loophole — exploited by a tiny fraction of the 40 million people who visit state parks each year — that’s caused enough headaches for park rangers it’s among the rules being considered for revision when the Oregon Parks and Recreation Commission meets this week.
