Redmond's city council unanimously approved a measure that makes water, sewer and garbage accounts to be in the names of property owners instead of tenants.
According to Interim City Manager Sharon Harris, Redmond is owed about a $500,000 in unpaid utility bills. And residential renters owe about three fourths of that debt.
Harris says those that pay late put additional burdens on city staff as shutoff notices get sent out and as water gets turned off and back on again.
