After months of delay, Portland Mayor Sam Adams said a deal to develop PGE Park into a Major League Soccer stadium should be in place by next week.

In anticipation of the deal, franchise owner Merritt Paulson also got the green light from the City Council to begin early construction this week.

Commissioners Nick Fish and Amanda Fritz dissented, saying they're worried that giving Paulson the go-ahead puts the city at a disadvantage in the contract talks...

But Adams and Commissioners Randy Leonard and Dan Saltzman argued that the city loses nothing by approving the early work because Paulson is paying for it.
