Minority contracts go to white men

Businesses owned by white men receive most of the money in the Sheltered Market Program.

The result probably isn't what city officials had in mind when they adopted the program more than 12 years ago, trumpeting that it would lead to greater competition and lower prices for the city.

The ordinance adopted by the council then stated that the program would "remedy the disparity" found in a 1996 study, which showed racial and gender bias in public construction.
