Pendleton raising value by razing

The City of Pendleton plans to offer free demolition for its downtown renewal efforts, provided owners build structures three times the previous value.

Budgeting and details such as what to do with buried fuel tanks remain to be seen, but the plan is a welcome precursor to the expected tourist influx in 2010.

Is this a program worth replicating?
