Portland commissioner Randy Leonard's handpicked Housing Interdiction Team (HIT), which inspects code violations, appears to favor downtown landowner, Greg Goodman.

Nearly all the properties the team has officially or unofficially targeted have something in common—they’re located near properties owned or managed by downtown’s largest private landowner, City Center Parking.

If Randy Leonard is the city’s most powerful politician, his private-sector counterpart may be City Center Parking President Greg Goodman.
