New policy changes are putting small-town pharmacies at a distinct disadvantage.

[Pharmacy owner] Ann Murray had just heard the latest bad news for small-town pharmacies in Oregon. Much of Murray's business comes from state-managed medical programs such as Medicaid. As part of a larger list of budget-trimming ideas, the Division of Medical Assistance Programs suggested a requirement that some Medicaid patients get their prescriptions through the mail.

In mid-October, the legislative fiscal office asked all state agencies to put together a plan for cuts that would reduce their budget by 10 percent.
