A messy dispute between Milwaukie and district officials over repairs at the Kellogg Creek treatment plant could lead to big fines, among other consequences.

It may not come to that, said Chris Storey, the lawyer for Clackamas County Service District No. 1, which runs the Kellogg Creek plant. But Storey doesn’t expect the long-running feud between the city and sewer district to resolve itself nicely or soon.

Last month, the district asked a Clackamas County Circuit Court judge to allow district officials to make repairs to the plant that had been tied up in Milwaukie’s permitting process. District officials say Milwaukie has held up needed maintenance by not issuing permits.
