The session is set to follow a possible January election on Legislature-approved tax increases to raise $733 million.
An election hinges on whether opponents gather the required 55,179 signatures by Sept. 25 to force votes on one or both measures.
If both measures fail, "there will be cuts," Gov. Ted Kulongoski said. Though other ways to raise revenue may emerge, he said, "there's nothing out there that can fill that hole."
