State workers lose ground

Some success for state workers comes out of this year's legislative session. But the potential gains brought through things like the business tax bill are offset by shortfalls that mean furloughs and pay freezes.

For Oregon state workers, this year's legislative session generally involved waiting to see what would be lost, rather than arguing for any gains.

Successes reported by state employees' unions were reflected in jobs saved through legislative actions such as the $733 million tax increase on corporations and the wealthy — although the tax increases likely will be referred to voters in January.

Failures will soon come in the form of layoffs at most state agencies.
