Man urinates in reservoir, ruins 38M gallons of water

USA Today: Portland water officials discarded 38 million gallons of drinking water after security footage revealed a 19-year-old urinating into one of the city's reservoirs.

The three men were caught, cited for trespassing and prohibited from returning to Mount Tabor Park. The 19-year-old also was cited for public urination. Their names and the reason for the incident were not immediately made available.

The first question that comes to mind is "Why doesn't the City of Portland install better fencing and security since similar incidents have occurred in the past?" Is city management so asleep on the job that they can't figure it out?
