In the land of the free, it's becoming almost impossible for those who don't already have money to make money, simply because of bureaucratic red tape and other policies that take money from people who need it most. Why? Why would you suggest this Kara? Perhaps the author of this story didn't give you a chance to clearly explain yourself. So we'll give you the benefit of the doubt and allow you to do so now. 			<title>Hoyt Dogs - Neighborhood Nuisance</title>

			<description><![CDATA[Food carts were one of my favorite things about the city of Portland; I bragged about them to my friends back home. I chose to live in NW Portland near three bars and have no complaints about noise or traffic. Then Hoyt Dogs, on the corner of 21st and Hoyt, reopened for business after being down for two months while obtaining a licence (they have been open for three years without one). Their blatant disregard for community continues to astonish me. They operate between 11pm and 3am and maintain a crowd of loud drunks and homeless as they pedal dirty food from a dirty grill, stored in a dirty alley. David and Mishka maintain their low standards when asked to be more respectful of the nearby residents. I no longer look forward to weekends because I will have to deal with their noise and filth; and that is really sad. I love the carts, I love supporting small business, but Hoyt Dogs is the worst thing that could happen to the image of food carts, and to the NW.]]></description>
