After years of upticks, electricity sold by PGE declined 2.4% in 2009, due to the slow economy and energy conservation efforts. Oregon’s September year-to-date electricity rates are significantly lower than U.S. averages, and commercial and industrial rates are more than 50% lower than California’s, though Washington enjoys even lower rates. Also through September, coal and gas plants lost more than 2% of Oregon’s power portfolio to hydropower and other renewables.
