Oregon bankruptcies ratcheted up in 2008 with business filings spiking in December and increasing  67% versus 2007 to 405. Personal filings grew 38% to 12,019. Both were nowhere near the 1,112 business and 31,047 personal filings recorded in 2005 prior to more restrictive laws taking effect. With 3 filings per 1,000 population, Oregon and Washington ranked 25th and 26th among the 50 states in filings per capita for the year ended Sept. 30.
