Ratepayer advocates say Oregon customers shouldn’t pay for PacifiCorp’s pollution-control upgrades.

They’re asking state regulators to disallow rate increases that would help the Portland-based utility recoup hundreds of millions of dollars it spent to reduce air pollution at those facilities.

They also offered unusually sharp criticism of staff at the Oregon Public Utility Commission, accusing the state’s energy analysts of bungling their own analysis of the investments so badly as to render it unusable for commissioners in making a decision this fall.
