Healthy Climate Act moves forward

If passed, the legislation, known as SB 1574, would drop emissions to at least 20 percent below 1990 levels by 2025, then to 45 percent below 1990 levels by 2035 and 75 percent below 1990 levels by 2050.

If passed, the program would create a carbon emission marketplace to launch by the start of 2020. Administrators of the program would determine which polluters to regulate and oversee the marketplace where they could purchase carbon allowances. The state would gradually reduce the number of allowances issued, which, in theory, would drop carbon emissions across the state.
