A Massachusetts company is proposing a 60-megawatt wind turbine project on Seven Mile Hill about five miles west of The Dalles. It will be Newton, Mass.-based UPC Wind Development LLC’s first Oregon venture, as well as Wasco County’s first wind-power project. UPC spokeswoman Krista A. Kisch says a site certification application went to the state in early April, with a final decision from the Energy Facility Siting Council due in nine to 12 months. To meet the deadline for a federal windpower production tax credit, the project’s 40 1.5-megawatt GE wind turbines must be installed and operating by Dec. 31, 2008. UPC has leased 10,000 acres for the project.  Some, but not all, of the wind turbines will be visible from The Dalles. There’s potential for expansion: Wind testing for the Seven Mile site, done over the last 15-20 years, indicates it could be one of the highest wind speed sites in Oregon.
